Ruby on rails is grate ruby framework.

It's easy and fast to create web application.

But you must learn "Ruby" Program language.

If you have a php skill then I recommend to use Code Igniter.

You should also have a look to the Akelos Framework http://www.akelos.org which is a Real PHP on Rails.

It has exactly the same documentation as Ruby on Rails + works on PHP4 and PHP5
